In the race in the Second Congressional District, the major party candidates have some familiar names. With three weeks left to go, Republican Charlie Bass is defending his seat against Democrat Katrina Swett. Libertarian Rosalie Babiarz is also running. Nat -- track Before the day's campaigning begins, there are chickens to feed. So incumbent Representative Charles Bass, or Charlie as he's called heads to the chicken coop. -- nat -- track Charlie lives in this old Peterborough farmhouse with his wife, Lisa and their two children, Lucy and Jonathon. Campaigning is nothing new to Charlie. After all, he's served four consecutive terms in the House of Representatives. The first time he gave a congressional victory speech - he had defeated two term incumbent Dick Swett in the second district. And now it's Dick Swett's wife, Katrina, who's trying to unseat Charlie. -- nat in car 9:14 kind of a gloomy day isn't it winter is on the way. -- track Charlie comes from a political family. His father, Perkins Bass served as Representative in the second district from 1955 to 1963. And Charlie worked his way up the political ladder. Before going to Washington, he served as a state representative from 1982-88 and from 88-92 as a state senator. -- 16:00The first time I ran I was only 27 it was 1980 and I had a lot to learn. Now I enjoy them I've learned how to listen communicate -- nat in car -- On this Monday, Charlie has several stops to make before heading back to Washington for a vote. The Veterans of Foreign War Political Action Committee has sent a letter, endorsing Charlie for re-election. -- SOT 15:14I've come to develop a special relationship with a group of very important Americans our nation's veterans 15:21 15:32If it isn't defending wounded in action making the ultimate sacrifice veterans need to be recognized every day. -- track This session, Charlie has worked on the issue of concurrent pay for Veterans. As it stands now, veterans who receive disability pay do not get the full amount of their retirement pay. -- SOT 16:33 I'm glad to say and full support of National veterans org. We were able to obtain phase out of concurrent pay issue for vets 60 percent disabled or greater--- what this means vets will be able to receive retirement pay and disability payit seems absurd this group this group of individuals very people responsible for democracy of America that they should pay a price greater than any other fed employee 17:16 its wrong -- nat getting pin for mia pows 18:38 this is for our pows and mias hope pin this on you Charlie 18:59 let us not forget -- After the press conference, Charlie takes media questions about Iraq. -- NAT Ultimately critical to send world message not tolerate states sponsor terrorism nexus with 9-11 and developing weapons of mass destruction -- nat of us walking the hall -- Track Charlie's next stop - The Union Leader for an interview with Gary Rayno -- nat cartoonist 18:27 - Bob Dicks cartoonist greet -- track Although these seem to be the enjoyable moments of campaigning - it's not all fun. -- sot 7:43It's an unfortunate reality that campaigns are so negative. 7:48 BUTT BITE Sot 8:08there are independent expenditures running against me over a half a million dollars its been that way since I've been on the ballot 8:22 nh people continue to reelect me see through campaign rhetoric and they look at the record strong understandable and the record is there 8:** -- track Charlie cites several issues. Like the prescription plan for seniors Charlie voted for this session. -- sot It lowers 44 percent across board for every senior. It would cap liability at 3700 dollars and it takes effect immediately -- track Full funding of special education is another important issue to Charlie. -- ed is a huge issue in nh effect debate to the extent I can make sure we get from current 18 percent for handicapped to up to 40 as soon as possible that means 60 million more for NH annually. Now we've gone from 4 to 18 which is laudable. But there are big challenges coming up next year 12:41 -- Ask Charlie about differences between himself and his opponent Katrina Swett - and a woman's choice is sure to come up. -- SOT Bass 12:47 I support roe v wade - it's the law of the land. My voting record which is long and extensive supports that position12:56 Vo- And as far as criticism from Katrina Swett about his favoring of big business. -- 9:34 I voted for a strong corp governance bill s the same bill that sen sarbannes supported bush signed now law is having a very salutory effect restoring investor confidence in cap markets in this country 9:51 We perceive a problem we address it problem we solve it 9:54 -- track to end with this bite -- 13:26 this is not an avocation for feint of hart you have to enjoy rough and tumble world and have to live in environment of stress thrive and enjoy it and i do on the negative side miss my family children are growing up on the other hand as a family we're in this together and for me this is one of the most fulfilling and exciting things able to do |

Think about the fact that if we take three packages of macaroni or four jars of spaghetti sauce, it doesn't mean that we're depriving our neighbors of getting what they need. And so there was a tremendous awareness of what it meant to grow up in this society, of how fortunate we were to have those opportunities, those freedoms, those constitutional protections. Soundup: Katrina campaigns tape 2 00:34:55 I'm an attorney - I worked in Washington many years ago as deputy counsel to the Senate judiciary criminal justice subcommittee, so I've worked down in Washington, I know how it works but I've also been the mother of 7 children… Soundup: LPA 422 00:03;30 Katrina lifts the kids at victory Track: Katrina is married to Dick Swett who won election from the 2nd Congressional District in 1990 and 92. In 1994, he lost to Republican Charlie Bass. 8 years later, Katrina is trying to win back the seat. Bite: Katrina campaigns tape 3 01:28:44 HOW PERSONAL IS THIS? It's not personal for me as it relates to Charlie Bass. I'm running because of the things that I believe in and the things I want to go and fight for. I think that being a woman is going to be an advantage for her. Track: At defense contractor BAE Systems, Swett made clear that homeland security is her top issue - and that President Bush is on the right path. They do pose a threat to us and the development of weapons of mass destruction by a brutal and unpredictable leader like Saddam Hussein is unacceptable. Track: Swett says she didn't like the President's tax cuts, but…. Bite: Katrina campaigns tape 3 01:18:13 I don't favor a rollback of those tax cuts. We're in the middle of a recession or weak recovery, and I think that increasing taxes is the wrong thing to do at a time of recession. We want to stimulate the economy. Soundup: Katrina campaigns tape 3 01:34:10 and my oldest daughter Chelsea has taken a semester off from college to help with the kids… Track: Katrina does attack the Republicans on proposals to privatize Social Security. Bite: Swett announcement tape 12:18:27 During the stock market boom, the idea sounded somewhat appealing. "Let's let folks take a portion of their Social Security funds and invest them in high yield stocks, - like for example, Enron, and when it is time to retire they will be better off. " Right? WRONG! I strongly believe that Republican proposals to privatize Social Security will weaken the safety net that supports so many - particularly for those who most desperately depend on it. Track: And she calls for a prescription drug benefit through medicare. NEW BITE: Katrina campaigns tape 2 01:03:25 ….then you have the bargaining power of 40 million medicare recipients which is a pretty hefty bargaining power, that you can bring to bear on these costs. Bite: Katrina campaigns tape 2 01:04:14 I also think we should close patent law loopholes that my opponent favors keeping open, which enable the pharmaceutical companies to unfairly extend the life of their patents. I will fight for a program that provides college scholarships to qualified young people in exchange for a multi-year commitment to work as teachers in needy communities after their graduation. NEW BITE: Katrina campaigns tape 3 01:07:54 WHAT KIND OF CAMPAIGN FINANCE REFORM WOULD YOU LIKE TO SEE? I think a very important next step would be to rein in for campaigns and candidates, the incredible cost of TV and radio. That is still for most campaigns the single biggest portion of their budget. And so I favor a proposal that would require broadcasters to provide free time to bonafide candidates. You would need criteria to establish the legitimacy of the candidacy. You know, they are using our public airwaves. They are licensed to use them and part of that license carries with it an obligation to do programming that benefits the public.
